Support for Business Development and Transformation
Malta Enterprise
The Business Development Scheme has the scope of facilitating value-added projects, including new business initiatives, start-up, expansions and transformation activities which shall contribute to the regional development of Malta.
Supported initiatives should lead to new business opportunities, creation of skilled and highly - skilled employment, increased competitiveness or widening market reach.
Type of Aid: | Cash Grant or Tax Credits or a combination of both |
Aid Intensity: | Maximum support - €300,000 per Single Undertaking over 3 years covering up to 75% of eligible costs. |
Application Deadline: | 30th September 2030 |
Scheme Summary:
Support may be granted to enterprises that actively contribute or intend to contribute to the Maltese government's goals for economic development, environmental protection, and sustainability.
Approved projects must begin within 12 months from the date of funding approval.
Projects are generally expected to be completed within 36 months from the approval date; however, the Corporation may consider extending the implementation period under certain circumstances.
Eligible Applicants:
The measure does not apply to enterprises that generate revenue:
directly or indirectly through gambling activities;
the sale of real estate as a business activity;
wholesale or retail activities
the provision of financial services.
Applicants must not be defaulting on Income Tax, VAT and Social Security payments
Applicants must be eligible to receive de minimis aid
Eligible Projects:
This Corporation may support projects, and costs related to projects, that fit any one of the below criteria:
Setting-up, expansion and modernisation of an eligible activity which include:
manufacturing;
industrial service analogous to manufacturing;
maintenance repair and overhaul of electro mechanical equipment, aircraft and sea going vessels;
software development (including video game development);
the development and/or provision of digital solutions intended for an international market;
waste recycling;
product development and design;
activities related to development and manufacture of pharmaceuticals and medical devices;
filming, recording and editing of audio and visual content;
research and development.

Application Process:
Applicants are required to submit a fully completed application before the Project commences. All applications must be submitted via the Client Portal.
